- The Aquaculture Incubator Program is one of the main thrusts of services provided by the Fisheries Department to develop the country's aquaculture subsector. The implementation of the program aims to provide exposure and application of new technologies that are more efficient in terms of production capacity, cost savings, reduction of manpower, environmental friendliness and compliance with trade standards. The implementation of this program is also one of the approaches to encourage investment by private companies in the aquaculture sector.
- The Aquaculture Incubator Program carried out includes training activities (formal or informal), technical support services in the field, equipment loans, input supplies, exhibitions, demonstrations, promotions and publication of reference media. The Aquaculture Development Program is the main responsibility of the Aquaculture Development Division.
This Incubator Program is a program where the activity of breeding or producing/nurturing fish seeds is carried out on premises owned by the Government for the purpose of training entrepreneurs based on expert services that will be provided by the Department from time to time.
- The department will provide premises and equipment related to aquaculture activities, and the private sector is invited to participate in this program.
- The department will provide technical advisory services related to aquaculture activities. Expert services are also provided from time to time.
- The implementation focus is on companies that are new to the aquaculture field and have sufficient capital to operate the project. At the same time, aquaculture entrepreneurs who are new to the aquaculture field will be trained through training programs and courses conducted by the Department.
- The Aquaculture Incubator Program Agreement period is valid for three (3) years. After the agreement period expires, the incubatee will have to leave and start the project on their own site. After that, the Department will start the advertising process again to train new incubates.

- The farmer will be assessed through an interview that will be arranged by the State Fisheries Office and if successful, the farmer will be given a copy of the Offer Letter and an agreement will be prepared after the farmer signs the offer letter.
